I personally intervened once when a man suffered an episode and grabbed a random elderly woman by the wrist and he just sat there whimpering "no no no no!" but he was gripping her so tightly it was drawing blood. A few of us piled on and it was like pitpull jaws, I am surprised we didnt break his arm getting him to let go. And then 20 minutes later the insanity passed and he was kind of confused and docile.
The attack in OP video was a very minor one because she didn't have a real weapon, only pepper spray. Prosecutors immediately go for a hate crime case these days, but her defence will go the "off my medication" route and she wont go to jail.
